Fixed Last Seen Timestamp on User Hover and Profile Page (JS ONLY)

For users not in America/New_York timezone, the last seen timestamp was not updating to reflect the user's timezone like timestamps do everywhere else on the site (when hovering, that timestamp). The timestamp now updates properly.
