Removed the IP cache I added; slowed the site loading down enough to be noticeable.

Also, technically this is the first blog site update.
Anyway, yeah. I decided to remove the cache thing I added to the IP grabbing function. While it helped with site reliability, it hurt performance enough that I felt it throughout the day working on the new blogs section. So I replaced the code with extra APIs to call if the main one fails. I will track how it works and make updates, but I hope this solution works a lot better.
